The POS plans are like an HMO in that that the employees must select a primary care physician, but it offers the ability to visit doctors who are outside the preferred network for an additional cost. An HMO plan would not cover any visit to an out-of-network physician, so many employees especially appreciate the ability to still visit their own preferred doctors and are willing to pay more to do so.
