This is because healthy individuals do not need to see a doctor for more than their annual checkups and for possibly colds and flus. Healthy people tend not to get sick as often as others and therefore don't need prescription medicines or shots of any kind. Unless healthy individuals would like to get blood drawn or additional testing, they essentially pay little to nothing for medical care.
Health insurance companies base their rates on the risk an individual has of using benefits or filing a claim. The higher risk a person has of filing a claim, the higher the insurance premiums will be.
